CEBU City Mayor Nestor Archival Sr. is streamlining visits to his office by encouraging residents to make appointments.
He explained that this system is necessary to ensure efficient service despite his demanding daily schedule.
Archival emphasized that the measure is intended to organize the flow of visitors seeking to meet with him, not to exclude the public.
“Of course, kinahanglan og appointment kung musulod sa mayor’s office,” he said. “Pero kung naa koy time, dawaton gihapon nako ang walk-in.”
The mayor said he starts work as early as 6 a.m. and often ends past 11 p.m., attending an average of 25 meetings a day, both at City Hall and outside.
“Imagine, sa usa ka adlaw, naa koy 25 ka meeting, unya
ang atong serbisyuhan usa ka milyon ka tawo,” he said.
He explained that many walk-ins come to request financial help, some repeatedly, which can add to congestion in his office.
“Panahon pa nga konsehal ko, daghan gyud mangayo og kwarta… usahay moabot og 400 ka tawo,” Archival recalled.
The number of visitors has been especially heavy since
July as national and local agencies make courtesy calls to align programs with the city government.
Archival likened opening his office to everyone without a system to the bustle of Cebu’s busiest market.
“Kung i-open nimo ang mayor’s office, mura na og Carbon,” he said.
Still, he assured that walk-ins are not automatically turned away. His staff screens visitors, and he personally steps out to meet those he can.
“Not everybody makasud sa akong office… pero kung makakita ko, gawason gyud na nako,” he said.
While some have criticized the appointment guideline, Archival believes it is the fairest way to manage time and ensure everyone is heard.
“Lisod gani ko og kaon ig ka-udto tungod sa schedule. Unya muingon nga dili ko makigstorya — dili na fair,” he said.
He also left critics with a question.
“Kung dili mag-appointment, unsa man? Palinyahon nalang nato ang tanan?”(TGP)
