OFFICIALS of highly urbanized cities of Cebu and Mandaue reinforced their commitment to address recurring flooding and rehabilitate rivers crossing city boundaries during the signing of the “Beyond Borders 4.0”program.
The event marked the fourth installment of the inter-city initiative, which was launched by previous administrations and continues to serve as a framework for collaborative solutions to Metro Cebu’s persistent flooding problems.
Cebu City Mayor Nestor Archival and Mandaue City Mayor Thadeo Jovito Ouano led the signing ceremony, highlighting the shared responsibility of their cities in tackling environmental challenges.
The program focuses on the Butuanon and Mahiga Rivers, with upstream portions located in Cebu City and downstream areas in Mandaue City, which typically absorb runoff and contribute to frequent flooding in residential and commercial areas.
The initiative unites local governments, national agencies, academic institutions, and private sector partners to develop long-term, sustainable solutions.
“Rivers connect us. The Butuanon and Mahiga Rivers flow freely, without regard for boundaries. They do not stop at city limits, and they do not recognize political lines. They remind us that our challenges and our solutions must also flow beyond boundaries,” he said.
He added that floods, pollution, and river rehabilitation are issues that cannot be resolved by a single city alone.
“This project is proof that when two cities stand together and communities act as one, we can protect lives, preserve the environment, and secure a brighter, safer future for generations to come,” Ouano added.
He also acknowledged the support of partner institutions and experts, whose guidance has been critical in moving the program forward.
The Beyond Borders 4.0 Commitment Statement, signed by both mayors, lays out a three-year plan targeting full completion of river rehabilitation projects by 2028.(MyTVCebu)
