THERE were no fiery debates or dramatic goodbyes; just barongs, warm hugs, and heartfelt thank-yous as the 16th Sangguniang Panlungsod of Cebu City held its final regular session on Wednesday, June 25.

Unlike the usual back-and-forths and tension-filled deliberations, the city’s legislative hall was filled with warmth and light moments as all 16 members of the council were present for their final session together before the new administration begins on July 1.

One by one, outgoing councilors took turns delivering their valedictory speeches, where they reflected on their years in public service, thanking colleagues and staff, and highlighting key pieces of legislation.

After each speech, members stood to hug one another in a rare show of unity and camaraderie.

Outgoing Councilor Jocelyn Pesquera, Majority Floor Leader, was among the first to speak.

In her speech, she recounted her 15 years of service in the City Council, during which she authored 116 ordinances and sponsored over 2,400 resolutions.

“One of the defining highlights of my term was the approval of the Revised Children’s Code of Cebu City,” Pesquera said.

Pesquera also recalled establishing educational institutions such as Quiot Primary School and Bulacao National High School, and helping transform the City’s Child Welfare Center.

“I stand before you with my integrity intact—proof that principled politics is still possible,” Pesquera said.

Councilor Noel Wenceslao, chairman of the Committee on Budget and Finance, shared the same sentiment of gratitude.

“Thank you for the trust you placed in me. It has been a challenging but rewarding term as one of the Councilors of Cebu City North District,” he said.

Councilor Jerry Guardo, meanwhile, reflected on his nine-year tenure and legislative contributions as Chairperson of the Committee on Infrastructure.

He cited the One-Pole Ordinance, Green Parking Ordinance, Underground Cable Ordinance, and the Sports-Athletes Incentive Ordinance among the highlights of his term.

Mayor-elect Nestor Archival Sr., who served as the Minority Floor Leader, also delivered his final speech as councilor.

As he transitions to the city’s executive post, Archival looked back on his years in the council as formative and humbling.

“As I now prepare for the transition from legislator to executive, from a councilor to mayor, I want you to know this: I may be leaving this council entitled, but I am not leaving the work of a legislator behind,” Archival said.

“Being a councilor teaches you to listen, really listen, to the voices of our constituents,” he added.

The council also formally honored the outgoing members who have completed their third and final terms: Councilors Joy Young, Nestor Archival Sr., and Jerry Guardo.

Also recognized were Rey Gealon, Noel Wenceslao, James Anthony Cuenco, Mary Ann de los Santos, and Jocelyn Pesquera.

Vice Mayor Donaldo Hontiveros, who presided over the session, thanked the members for their work and dedication.

“In every discussion, even the heated ones, I saw a council committed to progress,” Hontiveros said.

“Thank you, my dear colleagues. It has been an honor working alongside each of you. Until we meet again,” he added.

Despite the session’s sentimental tone, it was marked more by smiles than tears. No emotional breakdowns, just shared laughter, quiet nods of respect, and the gentle passing of one chapter to the next.

The 16th City Council will conclude its term on June 30. A new set of legislators will formally assume office on July 1.(TGP)
