A STALLED skywalk, unfinished road repairs, and a congressman losing patience.

Lapu-Lapu City Lone District Congressman Junard “Ahong” Chan has called out the Department of Public Works and Highways (DPWH) and its private contractors over two delayed projects in the city, saying residents are bearing the brunt of daily inconvenience.

In Facebook posts on September 2, Chan criticized the slow progress of the pedestrian skywalk in Barangay Ibo and the ongoing repair works at the second Mactan-Mandaue Bridge.

He said both projects have dragged on despite repeated calls for completion.

Chan explained that the Ibo skywalk was already close to completion, with beams and pillars in place, but work stopped after workers discovered that a Mactan Electric Company (MECO) power line would be affected once the bridge section was installed.

The relocation of the electric post required heavy equipment and additional expenses.

According to Chan, DPWH and the contractor disputed who should shoulder the cost of the relocation.

The contractor eventually advanced the payment, while MECO coordinated with companies inside the Mactan Economic Processing Zone (MEPZ) to schedule the post transfer.

Chan said he gave MECO one week to finish moving the post and gave the contractor another week to complete the project.

He warned that DPWH must impose penalties or sanctions if the skywalk remains unfinished.

“Kinahanglan na nga mapahimuslan kana sa mga katawhan aron safe na ang ilang paglakaw ug makuhaan na ang traffic sa maong lugar hilabi na kung peak hours,” Chan said, stressing that the project would help ease traffic and improve pedestrian safety.

In another post, Chan urged DPWH to prioritize the completion of road repairs at the second Mactan-Mandaue Bridge, calling the prolonged work unfair to motorists who endure worsening congestion.

“Luoy na kaayo ang mga motorista. Tuga-tuga mog sugod nga di ninyo humanon,” he wrote, pointing out that the unfinished project has slowed traffic in one of the busiest sections of the city.

Chan said DPWH has repeatedly promised to finish the project but has failed to deliver, leaving residents to suffer the consequences of the delay.

Both the Ibo skywalk and the second bridge are considered critical for Lapu-Lapu City, providing safer access for pedestrians and smoother traffic flow between the city and Metro Cebu.(MyTVCebu)
