CEBU province is expecting investment agreements for artificial intelligence (AI), electric vehicle (EV) battery assembly and light manufacturing projects before the end of 2026, as companies that joined its previous investment forum move into partnership negotiations and due diligence.

Dr. Brian To, a Capitol consultant and global strategist, said in an interview with reporters on Oct. 13 that prospective investors are returning to Cebu to assess business opportunities and explore partnerships.

“We expect to see results and signings occurring before the end of this year,” To said, citing potential joint ventures, research agreements, letters of intent and memoranda of understanding.

The projects could begin contributing to economic activity and employment next year, although their investment values and job-generation potential have yet to be determined.

Among the prospects is a proposed AI research and development center involving three companies—one from Cebu and two foreign firms from China and South Korea.

To said the companies are working toward a collaborative facility focused on AI security. The proposed center would not be a data center but an office-based research and development operation.

The companies are still aligning their plans, with employment requirements to be determined after a consolidated business plan is prepared.

To cited Cebu’s pool of technology professionals, English proficiency and adaptable workforce as advantages in attracting AI-related investments.

Another project involves an electric motorcycle venture that plans to begin with battery assembly before potentially expanding into other motorcycle components.

To said the phased approach would allow the company to establish its manufacturing capabilities, develop local supplier relationships and assess logistics and raw material requirements before moving to broader production.

He declined to disclose the factory location, saying the company should announce the details.

The province is also prioritizing micro-manufacturing and light manufacturing over capital-intensive heavy industry, with the aim of developing smaller, scalable projects that can expand as operations grow.

To said the investment-promotion strategy now includes guiding prospective investors through bureaucratic procedures and helping them identify suitable partners and financing. Startup sessions are also being planned for new investors.

The previous investment forum drew more than 500 participants from about 13 countries, according to To.

The province is preparing for another forum in March 2027, with organizers seeking international speakers on economics, business and policy development.

To said investment promotion must remain a continuing effort to turn inquiries into actual business activity.

“The economy is not once a year. The economy is every month. Every day,” he said.(MyTVCebu)
