FAMILIES affected by Typhoon Tino and the 6.9-magnitude earthquake in Cebu are urged to follow proper procedures when claiming their Emergency Cash Transfer (ECT) assistance.

The Department of Social Welfare and Development- Central Visayas (DSWD-7) reminded residents to follow these measures to avoid delay in claiming that cash aid.

The agency reminds them to check the clean list of beneficiaries, prepare valid identification, and observe orderly lines during payouts to ensure smooth and fair distribution.

They clarified that Local Government Units (LGUs) submit lists of potential beneficiaries, certified by the Mayor, according to agreed schedules.

These lists undergo deduplication and validation to verify accuracy and prevent duplicate payouts.

Once validated, the “clean list” is returned to the LGUs, which use it as the official basis for payroll and to notify residents who are eligible to receive cash aid.

DSWD-7 encouraged residents to personally check the clean list posted or disseminated by their LGU.

Beneficiaries must prepare two signed photocopies of a valid ID.

Any discrepancies between the ID and the clean list require obtaining a Certificate of Oneness from the local social welfare office.

Only those listed on the clean list are authorized to claim the aid.

During payouts, residents are urged to line up properly, follow instructions, and wait for their turn.

Those not included in the clean list are asked to be patient, as LGUs will address issues identified during the deduplication process for subsequent rounds of distribution.

DSWD-7 highlighted the critical role of LGUs in disaster response.

As first responders under Republic Act 10121, local governments are tasked with immediately assisting affected communities and implementing programs for disaster victims.

“Local governments are key partners in implementing programs for disaster victims because they know their communities, resources, and people best,” the agency said.

The ECT program aims to provide timely financial relief to thousands of households affected by Typhoon Tino and the recent earthquake in Cebu, helping families recover and rebuild.

In a series of payouts from December 11 to 13, DSWD 7 distributed ECT assistance to 20,788 families affected by Typhoon Tino across various towns in Cebu province.

Assistant Secretary Irene Dumlao of the DSWD’s Disaster Response Management Group said the Department is ensuring that aid continues to reach families whose homes sustained slight to severe damage.

“We are ensuring that assistance continues to reach families affected by recent disasters that hit Cebu," Dumalo said.

On Dec. 11, DSWD Field Office 7 facilitated ECT payouts for 726 Tino-affected families at the Panphil B. Frasco Sports Complex in Liloan, Cebu, with each beneficiary receiving P10,125 in cash assistance.

The same day, 58 families in Danao City and 191 families in Compostela also received cash aid at designated LGU payout sites.

Large-scale ECT distributions continued on December 12 and 13 in Talisay City, covering 17,562 families at the Talisay Poblacion Sports Complex, Bulacao Gym, San Roque Gym, and Barangay Biasong.

Additionally, 1,911 families in Mandaue City and 340 severely affected families in Consolacion received cash assistance in coordination with their respective LGUs.

Dumlao assured that DSWD will continue conducting payouts to ensure all qualified families receive aid.(MyTVCebu)
