BRINGING of pets and other domestic animals in public places in the town of Pinamungajan, Cebu is now regulated.

In an approved ordinance, the municipal council saw the necessity to establish regulations due to the growing number of pets in the town.

The council cited the importance of balancing the rights of responsible pet ownership, animal welfare, and the safety and convenience of the general public.

"The increasing presence of pets and domestic animals in public places necessitates the establishment of reasonable regulations to protect public safety, maintain sanitation, prevent disturbances, and promote responsible pet ownership," read the ordinance published on the municipality's official website.

The Pinamungajan Regulation of Pets in Public Places Ordinance of 2026 provides the responsibilities of pet owners, which include maintaining full control and supervision over their furbabies at all times; ensuring pets are properly leashed, caged, or restrained and are vaccinated against rabies; immediately collecting, cleaning, and disposing of their pets' waste; preventing animals from causing injuries, disturbance, fear, or inconvenience to other people; preventing damage to properties; and complying with laws set by authorized personnel.

Under the ordinance, pets or domestic animals are prohibited from roaming freely in public places without restraint. Aggressive, dangerous, or infected animals are also banned in public places.

Other prohibited acts include failing to immediately clean and dispose of animal waste; using animals to threaten or harass other people; subjecting animals to cruel, inhumane, or unsafe conditions; and bringing restricted animals to public places without prior authority from the Municipal Agriculture Office (MAO).

During public events and gatherings, pet owners must maintain their pets under control at all times, ensure that they do not disrupt or endanger other participants, comply with all event-specific rules set by the organizers, remove their pets from the venue upon the direction of authorized personnel, and observe additional safety measures as needed.

For event organizers, the ordinance provides that they should determine whether or not pets are permitted, announce and post the rules regarding animals, establish safety and sanitation protocols, and coordinate with the MAO.

The local law also provides exemptions such as service animals assisting people with disabilities; those in service with law enforcement agencies; and pets authorized to participate in exhibitions, agricultural fairs, veterinary missions, educational activities, cultural presentations, and similar activities with approval from authorities.

"Owners shall be liable for injuries, damages, losses, or expenses caused by their pets and domestic animals, without prejudice to liability under existing laws," the ordinance said.

As to the penalties, those found violating provisions of the ordinance will be issued a written warning and mandatory orientation for the first offense.

Second and succeeding offenses carry a fine of P1,000 to P2,500.(MyTVCebu)
