THE strict implementation of the National Building Code remains the most critical safeguard in ensuring that high-rise buildings are structurally sound and resilient against earthquakes, according to industry experts.

As more condominium projects rise across Cebu, developers and property buyers alike are being reminded that compliance with engineering standards and quality property management are essential components of building safety.

Colliers Philippines research director Joey Bondoc stressed that compliance with the National Building Code should never be compromised.

"What’s important is that the National Building Code is implemented and strictly adhered to. Those provisions should be followed," Bondoc said during a gathering of developers, brokers, and the media on Thursday, Wednesday, July 1, 2026.

He pointed out that previous earthquakes have demonstrated the effectiveness of modern building standards, noting that the country has not experienced massive casualties from the collapse of compliant residential towers during recent seismic events.

Speaking on the importance of earthquake-resistant construction, Riza Sias Ballesteros, business unit head at DMCI, emphasized that the structural integrity of high-rise developments begins long before the first concrete is poured.

She explained that deep structural excavations are undertaken to provide a stable foundation for the building, with the process backed by comprehensive engineering studies conducted before construction begins.

From Cebu's perspective, Ballesteros noted that the city offers a strategic advantage for vertical developments, with some project sites located approximately 70 meters above sea level.

She cited this as a favorable starting point for a 41-storey condominium project, provided that developers strictly follow engineering recommendations and design standards intended to make buildings as earthquake-resistant as possible.

Meanwhile, Bondoc added that structural safety is only one aspect of condominium living.

Prospective buyers and tenants should also carefully evaluate the quality of a building's property management services.

"You don’t just buy or rent a condominium because you can afford it," he said.

"You have to look at the property management service. If an earthquake happens, the property management team will be the first to respond to tenants in the building," he added.

He emphasized that investing in developments managed by high-quality, globally recognized property management firms can make a significant difference in emergency preparedness and response, ultimately contributing to the safety and well-being of residents.(MyTVCebu)
