THE BLUE WAVE of Bando Osmeña–Pundok Kauswagan (BOPK) swept past red and green rivals from the Kugi, Uswag Sugbo (Kusug), and Partido Barug camps in Cebu City’s 2025 elections.

Incumbent councilor Nestor Archival Sr. and former mayor Tomas Osmeña won the Cebu City mayoral and vice mayoral races, respectively.

The Commission on Elections (Comelec) proclaimed the two Bando Osmeña–Pundok Kauswagan (BOPK) candidates as mayor-elect and vice mayor-elect on Tuesday morning, May 13, after canvassing all 790 clustered precincts. Voter turnout was 84.52 percent, with 609,789 of 721,469 registered voters casting their ballots.

Archival topped a three-way mayoral race with 256,197 votes, or 43.86 percent of the total, defeating incumbent

Mayor Raymond Alvin Garcia of Kugi, Uswag Sugbo (Kusug), who garnered 176,967 votes (30.30 percent), and former mayor Michael Rama of Partido Barug, who received 120,124 votes (20.57 percent).

Osmeña, meanwhile, is returning to the City Hall as vice mayor with 233,906 votes. He bested Barug’s Dondon Hontiveros, who got 190,586 votes, and PFP’s Joey Daluz, who obtained 147,343 votes.

In an interview, Archival said he did not expect to win by such a large margin.

“Pirmero, na surprise ko nganong in-ana ka dako ang mayorya. The second one is, of course, happy, nalipay. And this is now the time that I can prove myself that I can deliver as Mayor of the City,” he said.

A tenured councilor, Archival credited grassroots campaigning and his public service record, adding that he received little support from incumbent barangay captains.

“We went directly to the masses. We went directly to the ground… Kugihan and the other one, I have the credentials… Wala jud ko nag receive ug sweldo, akong gi donate para sa mga scholarship sa mga bata,” he said.

Osmeña’s return to City Hall marks a significant political comeback after stepping away from electoral politics in 2019. His victory signals a resurgence for BOPK, which regained both executive seats and made gains in the City Council.
